Not on Venus's surface; about 50km above its surface. The atmospheric pressure up there is roughly similar to earth at sea level. Plus, the internal atmosphere can be used as a lifting gas (Venus's atmosphere is 96% CO2, which is heavier than Nitrogen and Oxygen). So, if we make the colony's interior spacious enough, we could easily make it float. Failing that: massive balloons.
